Since 1948, we’ve worked to eliminate financial obstacles and help everyday visionaries realize their potential. Our Name
The Salal plant is a tenacious and adaptable evergreen that thrives in challenging conditions. For thousands of years, Salal has been used by the indigenous people of the Pacific Northwest, both for nourishment and for healing.
We gratefully acknowledge that our headquarters building and branch locations rest on the traditional land of the Coastal Salish people, including the Duwamish, Muckleshoot, and Tulalip tribes.
Leadership​
Kevin Skinner
PRESIDENT AND CHIEF EXECUTIVE
Kevin joined Salal Credit Union as President and Chief Executive Officer in January 2026. He brings over 25 years of experience in financial services and a deep commitment to the cooperative values that guide credit unions. Kevin is passionate about expanding access to financial opportunity and helping members achieve their goals.Â
Before Salal, Kevin served as Vice President of Retail Lending at Washington State Employees Credit Union (WSECU) and held leadership roles at Umpqua Bank, HomeStreet Bank, USAA, and Washington Mutual. A dedicated advocate for affordable housing, Kevin currently serves on the Board of Delegates for Homestead Community Land Trust.Â
Kevin earned an MBA from Emory University and a BA in economics from the University of Virginia.
Randy Cloes
CMA, SENIOR VICE PRESIDENT, CHIEF FINANCIAL OFFICER
Randy’s banking experience includes finance, lending, and operational functions. Prior to joining Salal, Randy was Chief Financial Officer for a local community bank and previously spent six years working as the controller for a commercial bank in Bellevue. Randy also worked as a commercial loan officer before shifting his focus to accounting. Randy obtained his certification in management accounting in 2000 and graduated from Western Washington University in business and finance.
Judy Loveless-Morris
SENIOR VICE PRESIDENT, CHIEF DIVERSITY AND PEOPLE OFFICER
Judy has a proven record of using inquiry to drive changes in institutional practice and culture. Prior to joining Salal, she served as the Vice President for Equity, Diversity, and Inclusion (EDI) at Tacoma Community College. In that role, it was her responsibility to work across the organization to optimize organizational culture, align the organization’s EDI goals with business outcomes, and to respond to external changes or policies that affected the organization. Judy knows that she is accountable for representing and supporting employees and members that deserve a voice, a safe place to work and bank, and recognition for the assets they bring to our organization.
Skott Pope
SENIOR VICE PRESIDENT, CHIEF DIGITAL AND STRATEGY OFFICER
Skott’s skill at building and leading effective sales teams is based on a deep understanding of members’ needs and wants. He has a proven track record of creating staff training and professional development programs to help staff be the best service providers possible. Skott focuses on education, believing only a knowledgeable employee is equipped to handle the needs of a diverse membership. Before Salal, Skott served as Senior Manager of Member Solutions at BECU and AVP of Corporate Communications for Washington Mutual.
Brett Ballman
SENIOR VICE PRESIDENT, CHIEF LENDING OFFICER
Brett leads our Business Services, Lending, and Member Solutions teams. He has a diverse banking background starting his career as a federal bank regulator before transitioning to work for several community banks in various senior leadership capacities and in Global Operations for a Seattle based fintech company. Brett is a graduate of Western Washington University and Pacific Coast Banking School where he received honors. In his free time, he can be found on the golf course with his family.
